Local Government Reform Of China Under The Perspective Of Public Governance

Public governance, as a supplement to the inadequate of the government administration and market adjustment of a social multi-management mode, is gradually becoming a very important theoretic concept and values. In a sense, it is not only the summary of the reform practice of the governments from different countries, but also a brand-new theoretic concept which influences the governments to reform. Facing the impact of marketing,globalization,modernization, the traditional model of governance of local governments in China has undergone unprecedented challenges. Public governance theory contains the advanced concept which is providing a new perspective for the local government reform of China in the new situation. It broadens the vision of local government reform, enriches the content of local government reform and indicates the direction of the local government reform. Local government reform under the perspective of public governance theory must be changed the previous unitary structure of governance, emphasize cooperation among the government,non-governmental organizations and private agencies, work together to create the good "partnership" which builds on the basis of cooperation, actively construct local public governance systems, and promote local government reform. In this process, local governments need to play sufficiently its leading roles, play sufficiently the fundamental role of the market in the allocation of resource, and cultivate actively the growth of non-governmental organizations.
