According to the rules, when the GDP reaches$500-3000, the country is faced with such contradictions as population, resources, environment, efficiency and equity. At present, China is in this difficult situation, accompanied by frequently various public affairs, which raises severe challenge for the government’s competence. Facing the ever-increasing public crises, the government has its own limits and inefficiency, thus, calling for other groups to participate in settling such problems. Nowadays, with the spread of "Global Association Reform" as well as civil theory, under the background of the traditional Chinese institutional framework and culture, how both government and non-governmental organizations can cooperate to make the best of each advantage, and enhance the ability to deal with such crisis is a issue to be discussed.This paper discussed the problem of government and non-governmental organizations how to get good cooperation in the public crisis. The introduction mainly discusses the selected topic background and significance, research status at home and abroad and the main concepts involved in this paper. This part aims to explain the reason of selecting the topic and the introduction of the research methods and innovation. The first chapter includes an overview of relevant theory and feasibility of the cooperation between government and non-governmental organizations in public crisis management. First of all, the paper elaborates the theoretical foundation of the government and non-governmental organizations cooperation including the theory of civil society, government failure theory, multi-center system theory, deliberative governance theory and other related theories. And then it analyzes the advantage, the weakness, the opportunity and the challenge of both sides in public crisis management by SWOT analysis. The second chapter sums up the problems between the two sides and reasons of these problems through empirical analysis of the government in cooperation with non-governmental organizations in the Wenchuan earthquake. The third chapter mainly summarizes excellent experience between the foreign developed countries and non-governmental organizations, such as the United States, Britain, Japan, Germany. The fourth chapter put forward some suggestions for choice of path in cooperation based on the above analysis and the situation of our country. The last part is the prospect made on the basis of the summarization:facing the complex modern public crisis, only the government and non-governmental organizations to work together, can improve the comprehensive ability of government response to public crisis comprehensively.
