Study On Exerting The Policy Implementation Of Chinese Grassroots Level Government

Public policy enables government the policy-making and social management function. Since reform and opening up, several social disorders which being mainly solved by government policies have been met. Meanwhile, both the central and local government lay down and implement many public policy in favor of the development of social undertakings, but these public policy are only ideology, in order to make policy bill into real practice, one need the effective government policy implementation mechanism.In examining the contemporary social disorders, this article exacts several disfunctions on the grassroots-level government policy implementation that need to be discussed; namely, there are substitutive implementation, selective implementation, perfunctory implementation, add-in implementation and the rejection to the implementation. By combining the theory of policy implementation and theory of Principal-Agent, this dissertation firstly tests the possibility of applying the Principal-Agent into the study of policy implementation; secondly insights into the history of the development of policy implementation in China since the civil war of 1940s and the reasons causing the deficiency of capacity of policy implementation; finally brings out the strategies in improving the grassroots-level government policy implementation.Five chapters are included in this dissertation:Chapter one introduces the background information regarding this dissertation, including in this chapter are the research purpose, key terms discussing, brief literature review, and the research method.Chapter two shows the way of applying the Principle-Agent theory into the study of policy implementation. In the first part of this chapter is the brief introduction to the Principle-Agent theory from economic perspective. This dissertation tends to believe, by the study to this theory, that Principle-Agent theory can be used as the main research method.The third chapter draws the brief history of the development of policy implementation in Chinese grassroots level government and is followed by its revelation. Dividing the history into several pieces, this chapter tries to conclude the characteristics of each session, by which the deficiencies of policy implementation are concluded. Following this, the reasons for such deficiencies are discussed in chapter four, in which the principle-agent research method is used, and by which the six reasons are labelled:agents of policy implementation are in the shackles of self-characteristics; the incentive mechanism of the principal-agent need to be sound; the chain of policy implementation in principle-agent need to reduce; the monitoring system of principal-agent needs improving; low coordination responsibilities of the principal-agent; agents are short of adaptability of public policies and implementation of environmental,etc, so that the basic problem is further clarified.Chapter five is the further reflects on how to exerting the policy implementation on Chinese grassroots level government, which is based on the studies of above chapters. The strategies may include excreting the mechanism of correspondence, reducing the insufficient information supply, exerting the reform of government office, exerting the promoting mechanism toward the policy implementation agencies, exerting the supervision mechanism as well as the education and training system.
