Grassroots Social Organization Policy Implementation Power Improvement Path

Grass-roots organization face to the masses for policy ultimately implements important tasks.There are some elements such as the policy;executives;target groups;and environment will influence the policy implementation.Among them,the staffs are the key to policy implement.At present,the basic policy optimization already improved,but there are still some problems: the content of the policy is not clear;policy interpretation off-centered;Policy implement staff's personnel quality is not high;the insufficient of cognition and identity;Policy target groups lack of participate,machinery involved in behavior and form;Policy implement environment restrict the policy implementation.These questions are important issues eager to be solved.This article,combined the grassroots policy implementation behavior with typical examples,then analysis the problems aimed to find the reasons,put forward the countermeasures and give some suggestions.This article explains four elements: policy making,policy implementation,target groups and policy environment,deeply analyze the reason about policy execution system,policy goals,interest structure situation,resources and the environment.Finally,involved how to improve grassroots organization policy execution problem give some suggestions: First,we should pay attention to the investigation and scientific methods,aim to develop a reasonable plans to avoid deviation of value choice;Second,cultivate and promote policy implementation culture;Again,mobilize the target groups to participate,decrease the drag of policy execution;Finally,improve the policy environment and ensure the effectiveness of policy implementation.Through the above four aspects,grassroots' organization will improve their behavior,and then enhance their policy implementation ability at the grass-roots level.
