Research On The Optimization Of Urban Governance Decision-making Model From The Perspective Of Evidence-based Decision-making Theory

The process of urban development is constantly accelerating,and new urban problems are emerging.With the diverse needs of urban residents for urban development,the government's traditional experience-based elite decision-making approach seems increasingly difficult to meet the needs of urban development.With the awakening of civil society consciousness and the requirements for the construction of a new service-oriented government,the society has put forward new requirements for government governance methods and higher requirements for the quality of government policy formulation.The government must change traditional governance thinking and decision-making methods,open its eyes,pay more attention to the needs of the public,increase citizen participation,improve the scientific nature of decisionmaking,and make decisions based on evidence.Evidence-based policy-making,as a new research topic,has evolved from evidence-based medicine and has now developed in pedagogy,psychology,economics and other fields.The core idea of evidence-based decision-making is to use evidence as the basis for decision-making.Through high-quality policy evidence and scientific rigorous analysis,a more democratic and scientific policy is formulated.The high standards of policy evidence for evidence-based decision-making seem to create a certain gap with the development of practice.However,this year,big data technology has continued to develop,and now it has begun to enter the era of big data.The technology application and thinking mode of big data itself effectively make up for the actual requirements of evidence-based decision-making,so that evidence-based decision-making can truly fall into reality.This article takes cities as a research area and,from the perspective of evidencebased decision theory,studies the optimization of urban governance decision models in the context of big data.In the concept definition and theoretical basis,the concept of big data,urban governance,and public decision-making is defined.In theoretical research,the origin and development of evidence-based decision theory are reviewed.Based on this,this article analyses changes in the urban governance decision-making models under the background of big data.Based on the disadvantages of the traditional decision-making model and the development opportunity of big data,the necessity and feasibility of the transformation of the decision-making model of urban governance are analyzed,and then the elements and framework of the evidence-based decision-making model are explained.The essence of the evidence and the evaluation criteria are analyzed.And this article analyzes the elements of evidence-based decision-making from two levels: the supply of evidence and the need for evidence.It focuses on the theoretical aspects of applying evidence-based decision-making to practice.These studies are mainly to answer the research questions that asked at the beginning of the article.In Chapter 4,this article analyzes the practice of evidence-based decisionmaking in Shanghai's urban governance,taking Shanghai's illegal building governance as an example.It mainly shows how evidence is used in the decision-making process and what are the shortcomings in practice.Finally,this article gives suggestions on the exploration and optimization of urban governance decision-making models in the context of evidence-based governance from three levels: consciousness change,basic guarantee,and bridge construction.I hope that this research can contribute a little to the development of theory and practice force.
