Research On The Application Of Evidence-based Decision-making In Customs E-government Construction Planning

E-government is one of the important ways of modern public management,and e-government planning is the first step.In recent years,the application scope of e-government in China has been increasing and the technical level has been improving.However,there are few studies on the evaluation of e-government planning.At the same time,a theory called "Evidence-based Policy Making" has aroused great interest of researchers and practitioners of public management at home and abroad in the post-new public management period.The "Evidence-based Policy Making" method provides a new way of thinking for all kinds of systematic evaluation problems in public management.Firstly,this paper introduces the research background and significance,domestic and foreign research,research ideas,methods and innovation,introduces the connotation of e-government planning,the connotation and development of Evidence-based Policy Making,also introduces the current situation and the problem of e-government in China and Chinese Customs.At the same time,this paper takes the e-government of China Customs as the research object,studies the improvement after applying the theoretical method of "Evidence-based Policy Making" in the traditional e-government planning process.With an actual case of e-government planning,key data are searched for as index parameters,supplemented by a large number of historical data evidence,an "Evidence-based Policy Making" model of e-government planning is established,so as to obtain the decision-making results of the project planning through evidence analysis,so that the theory and practice can be put into practice.At last,the difficult position and the cause of e-government planning with Evidence-based Policy Making are studied and analyzed.This paper summarizes the research content,puts forward countermeasures and suggestions,points out the existing deficiencies,and prospects the further work in the future.Throughout this paper,the main innovation is to apply "Evidence-based Policy Making" theory in e-government project planning for the first time,and the practical cases prove that it is feasible and operable.
