| With the development of the society, Project Management has been widely applied in various fields as a new subject, particularly in the area of Project Constriction. However, as far as the military field is concerned, the current Project Management theory is not applied commonly, most applications remain in very few fields such as Military Facilities Construction and Nation Defense Projects, furthermore, these few applications mostly remain in the initial stages of exploration, many problems need to be improved and enriched, such as the full use of Mathematical Analysis and the unified and standardized management of military projects as well as military-participation projects. On this point of view, promoting the application of project management not only has a vast expansion of space, but also finding a new theory to guarantee the quality and level of military participation research and practice. This paper is the expansion in this area of trying.Since the reform and open-up policy, the army troops are engaged in a variety of poverty-relief activities, such as the project of developing the western region, aiding the charity primary schools on the long-march road, carrying out and striving to support the revitalization of northeast old industrial base as well as launching the'offering warmth and love"project, all of these projects have achieved remarkable results. But over the years, similar type of projects tend to be trapped by the political requirements, so as to pay more attention to forms, influences, social effects, tangible outputs rather than the contents, economic effects, intangible inputs, thus there inevitably exists the problems of loosing organization, long cycle terms, extensive cost control as well as a single quality assessment criteria. In 2008, the Shenyang Military Region aimed to promoting the combination of military training and the helping of the poor, in addition, the troop built a military and civilian collaboration district in ChaoYang , and highlights the four key poverty-stricken villages, focuses on the supporting of grass-root Party organizations, specialty agriculture, distribution of water wells and ecological environment construction. During the practice running over the past year, the achievements march along with the problems. The exposed problems need to be solved immediately in the following steps so as to ensure a healthy and sustainable development of the poverty-relief projects. This paper starts from the practical example of the Chaoyang civil-military cooperation project, collecting the positive and negative experiences to evaluate the project team construction, the project cycle control, the project cost control and the project quality control, and it's a try of applying management theory to the model of military-civilian cooperation statements.The preface is a clear statement of the background adding theoretical and practical meanings leading from the poverty-relief project in Chaoyang District. The first chapter focuses on the practical application of the practice of running military and civilian collaboration of Chaoyang District, explaining the profile of poverty-relief projects, including project model selection (the overall vision, the assistance contents, organization leadership, etc), progress of the project (mainly the situation of the operation of the project over the past year) and the existing problems during the actual operation of the project (primarily objective and practical issues, not including theoretical elaboration and explanation), accounting the welfare project to the management theories.The second Chapter focuses on finding out and analyzing the nature and the causes of problems.
