The 17 th CPC National Congress have maken a clear demand of perfecting the cadre assessment system in accordance with the requirements of the Scientific Outlook on Development. As the basis and foundation of the cadre appointment, performance evaluation work has an important role in promoting cadre supervision and incentives enhancing the overal quality of the the civil servant, and building the contingent of the cadres. with in-depth of the cadre and personnel system reform and the advance of talent evaluation, at the forefront of grassroots government, performance evaluation of leading cadres are being gradually carried out, and somewhere valuable experiences are accumulated. But for the speciality of grass-roots work and the grassroots cadres , the assessment system does still exist many weak links and room for improvement.Performance quantitative evaluation refers to describe the performance appraisal process in mathematical form. It helps to improve the effectiveness and accuracy, improve the effectiveness and accuracy of assessment and set up and amplify a scientific evaluation system.However, due to such factors as the quantitative theory of immaturity, the complexity of performance evaluation and imperfections of the evaluation system,etc, the implementation of the performance quantitative assessment ofleading cadres is facing many problems. Therefore, how to rightly relize and make full use of quantitative assessment methods, based on the existing theories and systems, to facilitate the assessment work scientific and standardized is worthy of study. The article aims to explore the building of the quantitative assessment mechanism,through the analysis of the grassroots cadres particularity and the theoretical study of the performance appraisal,with the example of the performance assessment institution in hong gang-Da Qing. Meanwhile,the paper, with the help of the mechanism,on the existing legal and institutional basis, starting from the assessment of the content and by the means of the assessment methods applied by quantative assessment , tries to resolve the vague assessment standards,the simple assessment methods,the general assessing indicators and seeks to accurately and apporpriately reflect the working performance of the grassroots cadres. It also tries to achieves the objective and fair assessment of the cadres and the comprehensive use of examination results,and provides the right appointment basis and human resources for the development of the grassroot.The whole text can be divided into seven parts, and the content of each part is as follows:The first part is the forward, which mainly introduces the writing purpose and significance of this text and carries out the research review.The second part discusses the related notions of quantitative performance assessment of the leading cadres who are at the grassroots level. Firstly the text defines the meaning and range of leading cadres, and analyzes the characteristics of the leading cadres who are at the grassroots level in details. After that, it elaborates on the understanding of performance, the meaning of quantitative assessment and also the theoretical basis of quantification that are involved in quantitative performance assessment.The third part analyzes the current situation of quantitative performance assessment towards the leading cadres who are at the grassroots level. Its analysis focuses on the existing problems in assessment, which mainly include these aspects: lacking systematic knowledge about quantitative assessment, one-sidedness of the content of quantitative assessment, lacking scientificity of its index design and methods, unsoundness of its working mechanism, and so on.The fourth part analyzes the factors that influence the assessment system from the aspects of politics, economy, environment, livelihood of the people, culture, the assessing subject and the subject being assessed. And the influences are mainly reflected in the arrangement of the examination content, the design and weight distribution of the performance assessment index and other aspects. The fifth part gives measures against the above problems existed in the assessment. It emphatically discusses the index systematic construction of the quantitative assessment and the technology and methods of quantification. Under the guidance of the quantification principle, the setting of the index system should be well done in the work of category selection, weight distribution, the index value giving and the division of evaluation grade, and the corresponding quantitative technology and methods should be chosen connecting with the fact. At the end of this part, it puts forward with some improvement measures from the aspects of perfecting the assessment mechanism, assessment procedure, reward and punishment mechanism, and security mechanism.The sixth part constructs the quantitative assessment model of the leading cadres who are at the grassroots level by taking the assessment of the leading cadres in Honggang district in Daqing as example. On the basis of generalizing the assessment principle, the text introduces the content of quantitative assessment system, the monitoring system and the application methods of the examination results. Finally, it gives suggestions to improve the quantitative assessment in Honggang district from the aspects of optimizing quantitative index system and perfecting supporting measures.The seventh part is the sum up and conclusion about the whole text.The innovation of this paper lies in refining and quantifing the past general moral character, ability, diligence, achievements, and probity, to make the content suit local status, and to provide an accurate assessment of scoring, evaluation, and to truly reflect the performance of grassroots cadres. The challenge is that China's large territory,different development speed of local grass-roots and variable requests for the Government from local grass-roots, which leads to different evaluation standards for local leadership cadres, so it is not easy to refine and quantify the criterion.
