The most important of governance is selection of personnel. It is necessary to solve the problem of selecting and appointing personnel for constructing high-quality leading cadre's group. The way of selecting exactly and making good use of the prerequisite and basis of selecting cadres can examine cadres correctly and effectively. The report of the 17th National Congress of the CPC indicated"We will standardize the cadre nomination system, perfect the cadre assessment system in accordance with the requirements of the Scientific Outlook on Development and a correct view on evaluating cadres' performances."Assessments of performance decide the working direction of leading cadres, decide what assessment criteria we have and what achievement view we have. So It is important to establish a set of assessment system which reflects the characteristics of leading cadres, embodies working principles of evaluation, the assessment system in line with Scientific Outlook on Development. This is of great significance to realize"four criteria for Party leaders"and to strengthen construction of cadre team.The main purpose of this thesis is to explore the defects of the leading cadre's examinational system and propose some advice based on the case of Ci Xian County. The most prominent feature of this thesis is to use the method of on-the-spot investigation. Most materials in this thesis are first-hand data. The author had gone to Ci Xian County repeatedly and had had many discussions with local leaders and mass public. The author believes that in this field the practice of Ci Xian County is in the forefront of the whole country. Nevertheless, there are some flaws in this reform for the practice is still in process. This paper analyzes the reasons that lead to the defects and puts forward some suggestions of improvement. The first part of this thesis poses questions, summarizing the research status quo about leading cadre's performance evaluation. At the same time, the important concepts about the grassroots cadre's performance evaluation system building are well–defined, and the research method, innovation and flaws of this thesis are analyzed, which paves the way for the latter discussions.The second part sums up the history and development of our party's performance assessment by sorting out laws and documents about performance assessment. Based on these materials, the writer analyzes the theoretical basis and points out some problems existing in this system. Moreover, the paper generalizes main innovations about performance evaluation of some local governments in recent years, because the author realizes that to a larger extent, it is the local governments'practice that promotes the theoretic study.In the third part, the writer describes and analyzes the practice of Ci Xian County from three facets---reforming processes, construction of evaluation system and reform effects. In the analysis of reform effects, the writer uses questionnaire to survey the leader cadres and local mass public. Most of them agree with this reform and hope this practice can keep on.The fourth part of this thesis states the realistic and theoretical significance of Ci Xian's practice. In addition, the author also analyzes the reasons leading to limitations. The reform is Ci Xian is still under adjustment and development. At the end of this part, the author argues it is obvious that this reform is not end, and the leaders of this county are taking measures to improve the methods. Hopefully, this can be the model for other counties.The fifth part of this thesis puts forward some policy suggestions about performance assessment, base on case study of Ci Xian. The policy suggestions include establishing scientific index system, improving the level of masses participation, make a full play of National People's Congress and the Chinese People's Political Consultative Conference in this reform, forming performance plan, bringing the budget supervision into the practice etc.
