Research On The Performance Evaluation Of The PPP Project To Improve The Rural Human Settlement Environment

"Rural revitalization" is the main implementation strategy of China in recent years.The state has introduced many policies around promoting agricultural modernization,highlighting the comprehensive deepening of rural reform,and proposing a series of new ideas,new policies and new measures to encourage further liberation and development of rural areas.Productivity has injected new vitality into agricultural production,peasant prosperity,and rural prosperity.The state attaches great importance to rural construction and development.Therefore,in order to improve the rural living environment and fill the government financial funding gap,the introduction of social capital investment in rural projects is a good way.In order to improve the service level of PPP projects in rural human settlements,performance evaluation is a crucial task.The research on improving the performance of rural human settlements PPP project can not only enrich the research of PPP theory in China,but also promote it in PPP projects.It has certain theoretical and practical significance.This paper stands in an independent third-party perspective,combines stakeholder theory,project life cycle theory,analytic hierarchy process,sensitivity analysis method,etc.to establish a performance evaluation system for improving rural human settlements PPP projects,and jointly improve rural living environment.PPP project performance evaluation equation model.The specific research contents are as follows:First,according to the project life cycle theory,define the scope of performance evaluation of rural PPP projects;use the PPP project operation theory to divide the rural residential environment PPP project into several project nodes and establish a performance evaluation framework;According to the stakeholder theory,performance evaluation indicators are set according to the differences in the objectives of various stakeholders in the rural PPP project.Combine stakeholder theory,project life cycle theory,etc.to improve the scope and division of rural human settlements PPP projects.According to the scope of the division,set evaluation indicators and formulate evaluation criteria;Secondly,according to the content and method of improving the performance evaluation of rural human settlements PPP project,establish a performance evaluation equation model for improving rural human settlements PPP project,which provides a reference for calculating performance evaluation scores.Thirdly,Use the analytic hierarchy process to assign weights to indicators.First,the experts are invited to score the importance of the indicators set in this paper,and the judgment matrix of each indicator is given.Secondly,after judging and feedback,the judgment matrix of the performance indicators is determined;again,the feature vector of the judgment matrix is solved and the consistency test is performed;Finally,determine the weight of each indicator.Fourthly,the sensitivity analysis method was introduced,and the multi-factor sensitivity analysis method was used to calculate the impact of various sensitive factors on the improvement of the performance of rural human settlements PPP projects.According to the degree of impact,the key indicators affecting the performance of rural human settlements PPP projects were selected..Fifthly,the author conducts an empirical analysis.Taking the PPP project of improving rural human settlements in XX County of Guizhou Province as an example,the paper demonstrates the improvement of the integrity,availability and feasibility of the performance evaluation system of rural human settlements PPP project,and the performance evaluation model is operational.This paper establishes a relatively complete set of PPP project performance evaluation system to improve rural human settlements environment,and refines the assessment indicators in the system.The establishment of the system can provide a reference method for the project performance evaluation,and can also provide a reference method for the overall performance evaluation of the project.The analytic hierarchy process is used to improve the weight of performance evaluation indicators for rural PPP projects,and then the sensitivity analysis method is used to identify key indicators that affect the performance of rural human settlements PPP projects,reduce project operational risks,and improve rural areas.The service level of the PPP project in the Habitat Environment provides a certain reference basis for the subsequent normative research and empirical work.
