Research On Current Status Of Political Participation Of The Private Entrepreneur Stratum In Our Country

As the socialist market economy and private economy development in depth, the stratum of private entrepreneur become stronger, and its own comprehensive quality, economic strength, social impacts are continually upgrading and expanding. As a result, their political demands increase, and their enthusiasm of political participation upsurge growing. Only taking effective measures to guide the stratum of private entrepreneurs to conduct orderly and effective political participation, we can promote the development and prosperity of China's private economy, and improve China's socialist market economic system and democratic political system in further.Based on the seventh and eighth national survey data of private enterprises, as well as the status of political participation of private entrepreneurs in Jiangsu, Zhejiang and other places, this paper carefully analyzes the current status of their political participation in China, and summarize the approach of the political participation as three types, namely institutional, illegal, and public political participation. The paper also proposes that there are four good trend and four problems in their political participation, namely imbalance, utilitarian motivation, illegal and ineffective participation. On this basis, the paper analyzes the causes of these problems in depth from four aspects, namely the private entrepreneurs themselves, their political participation channels, organizations relying on and government intervention. And the paper proposes four targeted measures. First, we should enhance the private entrepreneurs'education and training to improve their ability of political participation. And we should establish a scientific assessment mechanism to strengthen the excavation, selecting and training of the representative of the private entrepreneur stratum. Second, we should broaden the channels of participation and strengthen the leading of participation. Specifically, we should open up new channels, such as using new technology to implement participation with network, strengthening the reception work of complaints and appeal, reinforcing the media and honor rating, and conduct targeted guidance. Third, we should optimize the external environment and create an good atmosphere of political participation. Fourth, we should strengthen the party-building of the private entrepreneurs, so as to provide strong organization relying on for the orderly political participation of private entrepreneurs, and to further improve the efficacy of their political participation. Ultimately, we could achieve a harmonious situation of "party-building profit participation, the participation enhance cohesion, the cohesion promote development, the development strengthen party-building".
