Government information Open system aims to build a service-oriented government, the government's key sun system, construction of modern administrative law is an important indication for the government. on May 1,2008 china officially began implementing the "People's Republic of China Government Information Openness" This will mark the open system of Government Information entering a stage of the legal system. Looking at the present stage the development of government information legislation, the government administrative body for the open range, open procedures, and the applicant's rights and obligations are the provisions in detail, but unfortunately the government alone or in violation if the adverse public a result of the law without any accountability requirements, it must be said that it is a major flaw in the open system of Government Information legislation.
