The Practice And Influence Of Fiscal Transfer In Yanbian Autonomous Area

National autonomous areas'financial transfer payment system is an important part in Chinese financial transfer payment system and it is an important measure of filling the gap between the eastern and westen areas. From the present situation of the research, transfer payment system for the macrocopic research is quite widespread, also the scientific research achievements are outstanding. However the study on concreteness and particularity of national autonomous areas is not much.Based on the situation of Yanbian Korean National Minority Autonomous Prefecture, on one hand, it is the only minority autonomous prefecture in the northeast of china. So we have the geography advantages; on the other hand, Yanbian Autonomous Prefecture has the earliest and most complete legislation; it also has the typical and comparative advantages among the total 30 ethnic minority autonomous prefectures. More important, Professor LiBaoqi of Law School in Yanbian University has done a lot of researchs in the field for many years and also has made fruitful achievements. In May,2006, the relevent research project, declared by a 4-people team, leading by Professor LiBaoqi and associate Professor HeYupeng, has been established in Humanities&Soocial Science Research Project of Jinlin Education Department.. all of these accumulate valuable materials for the deep analysis and researching work.This paper will discuss how to break the obstacles of institution, law and reality in financial transfer payment system in national autonomous areas. And it puts forward that the financial transfer payment regulation behaviors should be operated in the framework of law and institution, to promote the prospering in national autonomous areas, the economic sustainable development, and public services.Based on the angle of ethnic regional autonomy, combining economics, financial theary, and science of law, the paper studies the issue of financial transfer payment to avoid repeated researchs and it also has a vital significance in promoting the legislative progress.
