Nowadays,as cloud computing,big data and artificial intelligence are being widely used,new models of business are constantly merging.E-commerce entrepreneurship and innovation are very active,it has penetrated into every aspects of daily life,the industry scale is expanding rapidly.As a result of this,the development of e-commerce has become a force to be reckoned,in the whole picture of China's economic development.How to guide,promote and supervise the development of e-commerce has become a major subject and a serious challenge for governments of every level.This paper took S County,Jiangsu as an example,analyzed the governmental promoting methods of e-commerce in S County from the perspective of public management,examined and researched various problems and conflicts in S County's governmental management of e-commerce development,such as the lack of publicity and guidance,chaotic chain of command in government departments,lack of professional e-commerce talents,lack of industrial clusters,unhealthy and underdeveloped logistic system,combined with both domestic and foreign governments' methods and experiences,came up with and elaborated six methods of further promoting e-commerce in detail,including making developing plans of e-commerce,ensuring governmental supporting methods,enhancing e-commerce related talents recruiting and training,cultivating model companies and breeding industrial clusters,forging modern logistic system,and striving to develop cross-border e-commerce.It is hoped that through this paper,from the angle of county-level e-commerce development,the effect and efficiency of governments' promoting can be improved,and the development of county-level e-commerce industry can speed up.
