With the coming of knowledge-based economy and the development of society, the performance of the civil servants in public departments should be improved continuously. This would help public departments to boost their level of public service and competitiveness to meet the requirements of social development and economic growth. Performance measurement is a critical level in the performance management of civil servants, for the result influences civil servants'performance. These days, the performance measurement could not really work. That's because that in the process of measurement, results and qualities are taken serious while processes and quantities are not, the ways of measurements are too old and simple, and the people who are responsible for the measurement are not too qualified and serious enough during their work. Competency appeared in the 60s of the last century and it really works on measurements for talents in enterprises. It also integrates the personal qualifications and the requirements on a position into the whole organization's aims of development intensely. And this can make people on each position be clear about the organization's whole plan and their criterions in work so that they can make their excellent performance. This mode can no doubt be a light to the defective performance measurement for civil servants in China, and it can also avoid effectively lots of shortcomings in the existing performance measurements. Further more, this mode can help to induce high performance for the government as long as it can be used properly. Under such circumstances, this assay analyses the connections between the competencies of civil servants and the performance measurement in the light of the characters of civil servants and the constructions of qualification; concludes the research results on the origins, developments and contents of competence from all the scholars in the world through reading amount of research materials and results; and even gives the mode of competence for civil servants in China by combining the civil servants'traits and public organizations'requirements; Then this assay analyzes the competence of civil servants service performance measurement systems of China. In order to emphasize the factor of the civil service competency evaluation system play a role and applied to civil servants in the correctness and necessity. Based on it, the assay proposed the mothods and procudures of disigning civil service which based on competency. For every perfectful evaluation should be based on a perfectful guideline system, which is a measurement system can play a role effectively or no. This article put forward its own views, and built index system specifically for the civil service competency aspects of performance measurement. On the basis of it this assay perfort measurement methods and steps of implementation, and so that ,we can try to ensure the effective implementation of the evaluation. Everyone should understand that any evaluation of the implementation are not easy and it will encounter many problems. When this assay studies the Construction of the performance evaluation system, it sets out these issues and proposes the solutions, for dong this, it can play a great role for implementation in the future evaluation. expects better performance measurement system on competence and some reference provided to the latter execution. There are five parts as follows:Part 1 The important theories and realistic meanings of setting up civil servants'performance measurement system based on competence through stating the origin of this problem and the ongoing research abroad.Part 2 Explain the concepts such as competence, civil servant, and civil servants'competence and the basic contents of these concepts to make a good theoretical foundation for the following research.Part 3 On the basis of the concepts analysis abort this article, research on the establishment of the civil service competency model , and established a relatively complete civil service competency model, and so can make good performance for designing evaluation system of civil servants.Part 4 State the connections among the civil servants'competence, performance and the performance measurement in details.Part 5 This is the central part. It states the process of the construction of the performance measurement system and analyse and conclude the possible and frequent problems. Meanwhile, a series of scientific and objective methods and procedures of building the performance measurement is posed based on the former analysis and conclusions.
