With the rapid development of knowledge economy and social development at home and abroad, public affairs management level is required to be increased. The civil servants’performance ability directly shows the public affairs management level, so the core is the civil servant performance evaluation. Nowadays, the civil servants performance assessment has many inadequacies, such as, the result is more important than process, qualitative is greater than quantitative, and the simple and only working method is difficult to reflect the true level of the performance evaluation. Authorities have been aware the importance of the performance evaluation and promulgated a variety of standards, but it still cannot break away inherent shortcomings. The problem is that we just focus on how to formulate the standard to regulate the civil service effectiveness. In fact, the excellent civil service performance depends on civil servants’competency and cognition. It is only in this way that it is easy to change the quantitative analysis to empirical research, and finally we can effectively use evaluation result and play its actual effect.Therefore, in this context, based on amount of relative information, from the concept of civil servants and competency, with case studies, the questionnaire of measurement competency is developed. Through the questionnaire and individual interview and a series of methods, the paper put the competency thinking method into the civil servants performance assessment system.This paper is divided into five parts:Chapter Ⅰ describes the origin of the problem, the status of research abroad, to explain the establishment of the civil service competency-based performance evaluation system, an important theoretical and practical significance. Chapter Ⅱ related to concepts such as competence, performance evaluation of civil servants and explains the meaning of competence. Chapter Ⅲ explores the existing system in Xian yang city. Shaanxi province. Chapter Ⅳ is the core of the article. In combination with China’s national conditions and our civil servants of their own characteristics and public sector requirements, the establishment of China’s civil service competency model is proposed based on competency model of China’s civil service performance evaluation system, a more refined evaluation system to determine the evaluation index weights at the same time, combined with360-degree performance feedback methods, AHP and fuzzy comprehensive evaluation of the civil service competency model for evaluation, and research on this basis, the performance evaluation methods and procedures implemented to try to ensure that evaluation can be effectively implemented. Chapter V is the summary.
