| Recently, the problem of civil servant's administrative ethics has become more and more important with the continuous deepening of anti-corruption. It has become an important theoretical and practical problems that strengthening the civil servant's administrative ethics, enhancing the moral quality of the civil servant, and improving the civil servant's moral characters. Since the reform and opening up, the state has issued a large number of documents about civil servant's administrative ethics ,which are important texts of Chinese civil servant's administrative ethics.This paper is the empirical texts analysis of Chinese civil servant's administrative ethics with the content analysis, in order to reveal the real situation of the texts. On this basis, the paper accounts for existing the problems in the texts, and propoes the improvements finally. The whole paper is divided into four parts:The first part is introduction. This section explains the origins and significance of the topic, and focus on reviewing and commenting on the domestic and international previous studies on civil servant's administrative ethics, so as to accumulate theoies and find the space of innovation. This section also briefly describes the contents and methods of this research.The second section is to outline the basic theory of civil servant's administrative ethics. This section mainly define the concepts, and make the theoretical foundation for the below.The third part is concretely analysis of the texts of civil servant's administrative ethics. This part is the focus of the paper, which analyzes the categories, the objects, the normative content, the normative nature, the operability and the punitve provisions of the existing civil servant's administrative ethics texts, and make the actual situation clear.The fourth part summarise the features of the texts of the civil servant's administrative ethics, and points out the problems and countermeasures. This part is based on data from the third part, and argues that there are three features in the texts, which are the whole's comprehensive, the individual's fragmentation and the prominent emphasis. This part also believes that the existing text has three problems, and make the exploration of the suggestions. |
