| The administrative morality of civil servants refers to the sum of the moral standards and moral norms that civil servants should follow in the process of carrying out administrative activities and exercising public power to adjust the various relationships between the administrative subjects and between the administrative subjects and objects.For a long time,the construction of civil servants’ administrative ethics has focused on the moral education and training of civil servants themselves.However,cases of dereliction of duty and corruption caused by the lack of civil servants’ administrative ethics emerge in an endless stream.Facts have proved that this mode of civil servants’ administrative ethics construction relying on personal self-discipline has great limitations,and calls for the legalization of administrative ethics begin to rise one after another among scholars.China has also timely issued some norms related to administrative ethics to govern the chaos caused by the lack of administrative ethics of civil servants.In view of the relatively backward legislation of administrative ethics,the vague content and poor operability of administrative ethics,the defects in the construction of administrative ethics legal system,the unclear accountability subject and power division of Administrative Ethics Anomie,the long-term lack of effective governance of the phenomenon of Administrative Ethics Anomie of civil servants,and the serious lag of the development of administrative system and administrative ethics,it is urgent to formulate a unified administrative ethics for civil servants Germany and France to solve such problems.According to the actual situation of our country,combined with the relevant research theory,this paper makes a macro positioning of the law on administrative ethics of civil servants to be formulated in China from four aspects: principle orientation,legal attribute orientation,legislative purpose orientation and legal relationship orientation,and puts forward the preliminary conception of the content design of the law on administrative ethics of civil servants After leaving the post,there are regulations on behavior,property declaration,accepting gifts,conflict of interest,setting up administrative moral institutions and formulating supplementary regulations. |
