A Study On Legal Protection Mechanism For The Security Of Mineral Rersources

With the economic globalization, Peace and development and State security, including economic security, political security, cultural security, resource security and environmental security issues, which have been paid more attention by us, have increasingly become prominent. With the accelerating process of industrialization, Mineral resources as an important material foundation which are declining to support China's economic and social development. Meanwhile, the rate of Reserve resources reserves'growth has lagged behind consumption. Mineral resources problems such as frequent accidents, environmental pollution and exacerbate serious waste of resources and other issues are still outstanding, which makes mineral resources issues become a "bottleneck" factor of China's modernization process. Thus, Mineral resources security issues have been gradually become the focus of attention by people.How to improve legal protection of the Mechanism for the Security of Mineral Resources are the research priorities of this article. It describes that the mineral resources protection should learn from the economic law ideal, which based on the analysis of the content and features of the mineral resources security. And further, this article discusses the protection status in foreign countries, sums up their advanced experiences and takes some recommendations to perfect of protection of china's mineral resources security based on our legal status.Articles divided into five parts:The first part is the Introduction.The second part overviews the general theory. On the one hand, analysis of the content of mineral resource security and summed up the three characteristics of mineral resources security. On the other hand, consider improving the legal protection for the safety of mineral resources from the perspective of economic law, and analysis the reasons for referencing the concept of economic law and its specific reference content.The third part is major to examine the foreign countries'situation of the protection of mineral resources security in a comparative way and sum up its advances we can learn from them.The fourth part is point out the deficiencies of our laws based on the empirical analysis and assess of the status of the legal protection of China's mineral resources security. Fifth part is take some recommendations which mainly from a macro point of view of perfecting a sound legal system and micro-perspective to build specific aspects of the system, to improve the protection of mineral resources security which based on the deficiencies of our legislation.
