A Study On Relationship Between The Communist Party Of China (CPC) And The Non-governmental Organizations (NGOs)

The relationship between the Communist Party of China (CPC) and the Non-governmental Organizations (NGOs) is the important research topic of the relation of modern party and society. Nowadays in China, the relation of government and NGOs has already been one of the focus problems. But relationship between CPC and NGOs is quite less involved. The CPC is the ruling party and core power of leading the socialist cause with Chinese characteristics. This political position presents NGOs need CPC's leadership, cultivation and supervision, so as to optimize their functions to a large degree. The NGOs possess social character of public welfare. They are voluntary agencies formed by certain interests of the masses, which CPC must unite and develop to represent fundamental interests of the overwhelming majority of the Chinese people. Therefore, under the circumstances of civil society's increasingly rising and social construction's constantly moving on, the study on relationship between CPC and NGOs is of great theoretical and practical significance.This paper will have this problem discussed in visual threshold of party-masses relationship. The analyzing thoughts are as follows:First, innovatively interpret the concept of party-masses relationship in a political way, and try hard to break through the static and macroscopic analysis. Party-masses relationship has dynamic, organic and process features. In this paper, they are reflected as two aspects. One is the mutual effect between party-masses relationship and its internal and external political ecology, the other is the party-masses operation form or characteristics. Moreover, party-masses relationship cannot be only interpreted as the relation of party and the masses in strong principle and policy nature, which often has the people placed in a passive position and causes the lack of detailed content analysis of the masses. This paper puts organized functional group (NGOs) into masses. On the basis of enlarging the meaning of party-masses relationship, emphasize NGO another "initiative" subject and highlight its positive dynamic effects. Second, connect party-masses relationship with political development to study Chinese political development process and future direction. In the 60 years after new China was founded, party-masses relationship is closely related with political development. In this paper, by analyzing party-masses relationship during 30 years before and after "reform and opening" in a dynamic way, try to interpret form elements of political development, to show socio-political background in different periods. And then raise the topic of relationship between the CPC and NGOs in the view of party-masses and political development, so as to enhance the value of this relation.Third, analyze basic theory about political parties and NGOs in depth (such as civil society theory, failure theory), then construct theory on the relationship between them. In the logic way of explaining both "difference-limitation-complementary", put forward the possibility about it.Fourth, study the NGOs'development general situation in China and the CPC's related construction, then explicate Chinese NGOs'growth pattern and basic quality, moreover analyze the CPC's behavior choices of developing them and the NGOs' converse effects on CPC, finally illustrate the difficulties and blind spots of NGOs' government which CPC is facing.Fifth, investigate foreign parties'cases of how to deal with NGOs to find valuable references.Sixth, based on the particularity of relationship between CPC and NGOs, rationally make a design and theoretic framework of "benign cooperating interaction" mode. Then get out of the only path to develop it in way of party construction, try to give several constructive measures on forming the standardized relationship between the party and government, CPC's modernization construction and NGO's capacity building.This paper will try to analyze traditional CPC's history and construction in modern political method, and study party-masses relationship by political ecology and political form. On relationship between political parties and NGOs, the paper will build up a systematic research framework of theoretical, practical, comparable and policy analysis. In china, this relation should depend on party's leadership, governing and NGOs'development, to create the harmonious order and gain-type strong interaction as far as possible.
