As the consignor and the executor of the civil rights in the whole society, publicity, the inherent peculiarity of the government, should furthest reflect the citizens' collective purpose and achieve the public interest of the social members. However, many factors in reality restrict the implementation of the publicity during the progress of public services and it even comes to the phenomenon of "publicity dissimilation". The fact that the government's public service does not keep to the public purpose and run counter to the public interest at the same time urges us to press on with the research of the publicity of the public service.Based on the former research, the article firstly synthesizes the definition of publicity connation made by researches home and abroad and show the abundant meaning of it in five aspects:the object, the values, the aim, the ways and the process. Secondly, by focusing on the existing issue about it, the article points out the scarcity of the public service of our government can be shown in three aspects:the scarcity of the aim, the scarcity of the supply and the scarcity of the response. Thirdly, it points out that the inducement of the government's egocentricity, the weaken capability of the government's public service and the deficiency of bureaucracy are the reasons which lead to the scarcity of publicity. Finally, the article brings forward several countermeasure against the scarcity of the public service of our government in allusion to the existing problems.
