The personnel autonomy of self-government of national autonomous areas is the legal right that is granted to the organs of self-government of national autonomous areas by Law of the People's Republic of China on Regional National Autonomy. According to provision of laws, the organs of self-government of national autonomous areas are allowed to adopt various measures to train large numbers of cadres at different levels and specialize personnel and skilled workers of different professions and trades from among the nationality or nationalities in those areas. In addition, they may independently take special protective measures to encourage all professionals to participate in all the venues and facilities of the local areas. It is an important component of the autonomy of the organs of self-government, and also a major content of the state personnel management system. The adroit and effective use of the personnel management autonomy of the organs of self-government of the national autonomous areas can ensure our people a situation of stable politics, prosperous economy, united nations, progressive society and well-developed undertakings.Beginning with the introduction of the basic theories of personnel autonomy in national autonomy areas, the these proceeds discussions on the personnel autonomy in national autonomy areas from the points of its concepts, features, practical principles and so on. Secondly, the thesis elaborates the current state of he personnel autonomy in national autonomy areas. At present, the execution of the personnel autonomy in national autonomy areas has earned brilliant fruits, but it must be admitted that the problems still exist. For example, the higher state organs and autonomous organs lack the ideological acquaintanceship about the personnel autonomy in national autonomy areas itself. Besides, our state are not able to provide enough supporting measures for the implementation of the personnel autonomy in national autonomy areas. The problems also include the defects in legislative design an so on. Then, the thesis analyzes the existing problems brought about by autonomous organs in the course of the implement of the personnel autonomy. And at last, the countermeasures for solutions are put forward:first, setting up correct guiding thought about how to exercise the personnel autonomy; second, improving and perfecting the legislation of the personnel autonomy; three, improving and perfecting the supervision mechanism. Among the above measures, the third one is laid the most emphases. With a close study of the personnel autonomy in national autonomy areas, the author expects to make the paper play a positive role in making the personnel autonomy more legitimate, more fair and implemented more effectively.
