In the new century, it keeps the growth rate at more than 20% each year. After China accessed to WTO, international express tycoon rushed to domestic market and express industry come to a new prosperity time. Express industry provides time efficient, door-to-door service. It plays an important bridge role in the international trade, national trade and electronic commerce. Express also pushes the low down cost and improvement of the production efficiency. However, the relevant regulation lack and there is not enough supervisory. This causes the market chaos and delay of delivery and lose of the goods happen a lot. Consumers'legal right cannot be protected. So the research to the express supervision regulation is necessary. The writer hopes to find the suitable supervision regulation to ensure the healthy run of domestic express industry.The first chapter of this article analyzed the basic theory of the regulations for the supervision and control on the express industry, illustrated the nature of the independence of supervision and control subject, and the basic principles of supervision. Chapter II analyzed the foreign supervision and control regulations on the express industry and compared with the Chinese relations, hoped to find the meaningful experience from the developed countries and raise it for our reference on our own regulations. Chapter III studied the current actual situation of Chinese Express industry and pointed out the problems existing in the legal system of the supervision and control on the express industry. Chapter IV is the core of this article by offering some advices for the supervision and control regulations on the express industry. The exclusive franchise of express is the core of the industry. The establishment of exclusive franchise of express is to achieve a better universal service, to protect basic communication rights of citizens, and to protect national information security. The strict market access system can eliminate some disqualified subjects to ensure the healthy development of China's express delivery market, and protect the legitimate rights and interests of clients.
