The construction of Government-to-Citizen e-government (G2C e-government) is to strengthen the government responsibility system and the public service system, improve government efficiency, enhance social management, promote openness in government affairs and raise its level of service. As the popularization of the Internet in China from the mid-90s, G2C e-government has started. After more than ten years'development, G2C e-government has achieved certain results, but some issues, such as the content is not adequate, the degree of integration is not high, the privacy protection and security are not good enough as well as other factors, affect the G2C e-government services. The acceptance of the G2C e-government system by the public should be enhanced.Based on the analysis of G2C e-government applications in China, with the introduction of information ethics factors, this thesis researches the public's use intention of the G2C e-government system, analyzes the mechanism of the public acceptance. As a major social norm of the information systems, information ethics affect the user's behavior. If the owners and managers of the G2C e-government system demonstrate high information ethics level, the users perceive their own rights may be better guaranteed, therefore they would be more willing to accept and use the G2C e-government systems.After reviewing the researches of e-government and information ethics by the foreign and domestic scholars, this thesis extracts privacy protection, information rights of access and security as the three information ethic factors to be the external variables, combines with the traditional technology acceptance model (TAM), and introduces perceived usefulness, perceived ease of use and perceived trust as the three internal variables to build the theoretical users'acceptance model of G2C e-government system.Then questionnaire is designed according to the relevant researches and the hypothesis to analyze and test the theoretical models. After the reliability and validity test of the data, with the method of Structural Equation Modeling (SEM), the empirical study has shown that the privacy protection and the right to access are the two information ethic factors which affect users'perceived usefulness and perceived ease of use and ultimately affect the users'intention of G2C e-government system. Finally, with the theoretical research and empirical result, the recommendations on the construction of G2C e-government are made to give practical significance for the G2C e-government in China.
