Research On The Influencing Factors Of Citizens’ Use Of Digital Government Services From The Perspective Of Collaborative Governance

Under the guidance of the strategic policy of network power,China’s Internet industry has developed rapidly,showing great vitality in both economic application and social service.At the same time,with the continuous release of the vitality of the socialist market economy,social forces are growing strong,civic participation is rising,and the transformation of China’s social governance structure is quietly coming.In order to cope with a series of new changes in the field of social life,the government occupying the dominant position of social governance in China began to adjust and optimize the traditional governance ideas and modes.Collaborative governance as the development direction of local governance in the new period has been increasingly recognized and accepted,it also brought an opportunity for the development of digital government,digital and information tool for multiple governance body,including civil,participate in the process of government leading collaborative governance provides a more convenient,intelligent technology and communication channels.The development of the big data in the government affairs accelerates the construction of digital government and the development of digital government services in China.Based on the above research background,this paper systematically sorts out the literature research on the theory and practice of collaborative governance,the service and construction of digital government,and the application of the integrated model of technology acceptance and use,focusing on the realization of individual citizen participation in collaborative governance.on the path.As a technical link,digital government services ingeniously link the two together and realize a benign interactive cycle.Therefore,the research theme of this paper is to explore those factors that affect citizens’ behavior and willingness to use digital government services,in order to optimize local digital government.services to achieve collaborative governance.According to the research needs,the integration model is used to extract and integrate the variables of the integration theory and technology of collaborative governance,construct the integration model of citizens’ use of digital government services under the vision of collaborative governance,and put forward seven research hypotheses.The key factors affecting citizens’ willingness and behavior to use digital government services are observed from six dimensions of performance expectation,social influence,voluntiness,convenience,ideological consensus and coordination ability.Based on this,questionnaire design was carried out,and then online questionnaires were distributed randomly to ningguo citizens by offline visits and 594 valid and complete questionnaires were collected.With the help of structural equation model research method,SPSS25.0 and AMOS26.0 software were used to test the reliability and validity of sample data,descriptive statistical analysis,correlation analysis,model fitting degree test and path coefficient test,to calculate the model fitting degree level,and verify the hypotheses.Finally,the following research conclusions are drawn:(1)Hypothesis verification is carried out through the structural equation model fitting test and path coefficient test.The results show that the seven hypotheses are all established.The data analysis results show performance expectations,social influence,convenience conditions,and ideological consensus.The six major factors of,synergy and voluntariness affect the willingness and behavior of citizens to use digital government services.(2)Based on the structural equation model fitting degree test chart and the schematic diagram of the relationship between model variables,the influence paths between different variables and the internal mechanism of each variable are analyzed and summarized.Specifically,in the dimension of behavior willingness,there are a total of 5 paths that have an impact on citizens’ willingness to use digital government services.The first path is performance effort(PE)→ behavior intention(BI);the second path is social influence(SI)→ behavior intention(BI);the third path is ideological consensus(SM)→ behavior intention(BI);the fourth path is collaborative ability(CJA)→ behavior willingness(BI);the fifth path is voluntary(VOL)→ behavior willingness(BI).Under the use behavior dimension,there are a total of 2 paths that have an impact on the behavior of citizens using digital government services.The first path is Convenience Condition(FC)→Using Behavior(UB);the second path is Behavioral Intention(BI)→Using Behavior(UB).Under each path,different sub-items have different degrees of influence,reflecting the internal mechanism of each variable.(3)Analyze the degree of influence between variables,and find that there are differences in the degree of influence between variables in different dimensions.Among the latent variables significantly related to behavior intention,synergy ability has the strongest influence on behavior intention,followed by performance effort and willingness,and then social influence.The effect of ideological consensus on behavior intention is relatively weak;Among the latent variables,behavior intention has a strong positive effect on use behavior,while convenience conditions have a weak positive effect on use behavior.The research conclusion shows that the integration model of citizens’ use of digital government services to participate in collaborative governance is well fitted,revealing the influencing factors of citizens’ use of digital government services in Ningguo,and further exploring the influence paths between different variables and the internal roles of each variable.mechanism,the difference in the degree of influence between variables.On this basis,this paper puts forward the following countermeasures and suggestions,in order to stimulate the enthusiasm of local residents to use digital government services,optimize local digital government services,and achieve collaborative governance:(1)Change the communication circle;(3)Improve the two checklist systems to enhance the government’s responsiveness;(4)Play the role of leadership and innovate the leadership implementation mechanism;(5)Develop government customer service and technical support,and explore long-term conflict resolution mechanisms.
