With the popularity of the Internet and the number of netizens increasing, Internet public space has become a new public domain, which is an important part of the public administration. Along with further opening up of the right of discourse in network, more and more netizens express their views through the space. By these behaviors, netizens form specific public policy intention. Netizens’ public policy intention reflects perception and acceptance of netizens to public policy, which is an important part of the government public management today. In administrative reform, government clearly put forward that the concept of public administrator should change the traditional idea of a totalitarian philosophy to the contemporary democratic administration in the process of public administration. Environmental problems become increasingly prominent. In the 18 th party congress, the Party Central Committee clearly put forward to strengthen the construction of ecological civilization, and local governments have also introduced a series of environmental public policy. The formulating and implementation of public policy had a significant impact on the public. In this regard, we take an example of environmental public policy to research network usage behaviors impact netizens’ public policy behavioral intention, which provides a scientific basis for the formulating and implementation public policy.Based on Media dependency and planned behavior theory,This paper uses empirical research methods and analysis tools of SPSS and AMOS to study netizens usage behaviors impacting netizens’ public policy behavioral intention by questionnaire. Explore various factors impacting on the intention of public policy. Finally we scientifically provide for feasibility proposal for government to formulate and implement public policies. This paper is divided into three parts. The first part is the theoretical analysis section, which contains the research background, research purpose and research of the entire process, which builds the theoretical foundation empirical research. The second part is empirical research section, including thesis model building, research assumptions, questionnaire design, data processing, and finally systematacially sorting and analysis collecting data. The third part is the research application section. By empirical research and analysis, we provide scientific recommendations for government to formulate and implement public policies. The results show that the intention of netizens’ to environmental public policy contains many factors, such as netizens’ Internet trust, netizens’ policy attitudes, subjective norms, and netizens’ past behavior.Research shows that the government should strengthen the popularization of environmental knowledge, timely release of environmental information and public policy related to environmental information through the network and encourage experts and news media to conduct a comprehensive, in-depth interpretation on environmental public policy. Besides, the government should conduct Internet culture construction and environmental protection policy of personal ethics construction, which has important practical and theoretical significance to guide netizens to establish a rational, healthy public policy behavioral intention to enhance the government’s public management.
