As a new trend in the development of public administration, network governancegoes beyond mistakes of managerialism which simply focuses on the efficiency. Itstarts to aggregate a variety of social forces and constantly launch all-round anddifferent public services from strengthening the government responsibility, Promotingcoordination between sectors, consolidating social capital and reconstructing the trustamong subjects, so as to enhance the overall effect of public governance. It advocatesfor the spirit of civil participation and consultation dialogues into the public services,and with the help of network technology to implement effective governance,eventually breaks through the traditional bureaucratic structures of control. Therefore,networked governance is the first choice of modern community to address thecomplexity of Social Affairs.The book “Network Governance: the New Shape of Public Sector” written byStephen Goldsmith and William Eggers presents a more complete networkgovernance theory, which marks the network governance having entered a new stage.They try to get the different subjects on the basis of clearing roles and following therules of interaction, and develop a new linkage system, so as to respond to thediversified demands of society in a timely manner. This article analyzes the theorycomprehensively and informatively, using literature research method and syntheticalanalysis method. It further explores the inner logic and operating mechanisms ofnetwork governance, in order to effectively advance public services as a whole andthe process of democratization.This article is divided into four parts in addition to introduction and summary.The first section briefly describes the emergence background and development stageof network governance theory. The second part focused on illustrating the key featuresof network governance theory, including basic connotation, the overall framework anddynamic operation mechanism of network governance. The third part has an objectiveevaluation of rationality and limitation of network governance theory. The forth partwants to construct network governance mechanism which conforms to Chinesenational conditions, under the present political environment.
