Study On The Life Cycle Of The Emergency Plan And The Dynamic Management Strategy Of The Emergency Plan System

The emergency plan is a program for a major accident or disaster. It is formulated to ensure the emergency work and rescue operations can be rapid, orderly and effective and reduce the accident to ss previously, which has a very important position and role in emergency response work. Dynamic management of the emergency plan refers to adjust and modify the plans timely in accordance with the changes, but not set it aside, which is to form a continuous improvement mechanism of emergency plan. That can promote the refinement and improvement of the plan and make it has the function of eliminating the hidden dangers, response and dynamic adjustment. At present, China is lagging behind the dynamic management if emergency plan, the management of emergency plan is not standardized, the majority if emergency plans have not organized emergency plan exercises and revision of it after being released for a few years, it even did not form a cyclical revision mechanism There is no specific requirement for the time to revise the plan and the program of revision, which makes the emergency plan can’t be revised based on actual changes. In order to maintain the effectiveness of emergency plan and to extend the life cycle of plan, there is need to intervene the life cycle of emergency plan. By constantly revise and update the plan we can maintain the vitality ofit. To define the revision time, therevised conditions and the influence ofrevisionon the effectiveness of plan, it’s necessary to study the revision strategy. In order to manage the emergency plan properly and dynamically in order to provide decision support for emergency response, this paper explores the life cycle of the emergency plan and the dynamic management of plan based on the whole life cycle ofit and begin the study in the core of revision.First, by contrast with the analysis methods and research of the theory of life cycle of other areas, we get the schematic diagram of the emergency plan’s life cycle. The schematic of emergency plan’life cycle curve can represent the direction o f the effectiveness changes in the process of the dynamic management in an intuitive way. This paper extracted the factors of the emergencyplan’s effectiveness in five aspects. Then we establish an index system of evaluation of the effectiveness. And then quantify the evolution of the life cycle plan by using the method of entropy evaluation. Then, through the analysis of the example of the revision and exercise, we can have the conclusion that the exercise and revision cycle is associated with the plan’s level, and the exercise and revision cycle of different levels can influenced each other. So through the analysis of the study onthe relationship between the longitudinal and transverse of plan system, we study the difference of the same plan life cycle curve its causes. According to this reason, we don’t consider the specific method of the evaluation and we generalize the effectiveness factors to three steps in the process of using, which includes the reference of laws and regulations and other contingency plans, the assessment after approving and exercise. This paper classifies the factors according to the effect in the emergency plan systemFinally, Based on the classification of factors we studied the revision strategy, which respectively analyze the revision cycle and method based on the internal and external factors. Based on the effectiveness ofthe internal factors ofthe plan we establish the fault tree of failure, and analyze the revision strategies which only considers the laws and regulations and the emergency plan, and only considers two kinds of evaluation results, and considers all the factors. Based onthe external influence factors we established a three-dimensional figure. This figure helps to analyze the relationship of the revision cycle between different plans with different categories in the same area, and the relationship of the revision cycle between the different plans in different areas, which make us have the relationship of the revision cycles based on the emergency plan system.
