As far as the Governing Party is concerned , the nongovernmental organizations,likea double—edged sword,are not only important strategic resources,but a challenge to itslegitimacy and social foundation.The effective management of the nongovernmentalorganization resources is the inherent requirement for the improvement of the GoverningParty's ability in social integration and for the consolidation of its ruling status.Emphasizing the strategic importance of constructing the harmonious society andimproving the administrative ability,the Governing Party is supposed to understand andhandle the relationship with the nongovernmental organizations , i.e.not only to establishcontact with them,but also to integrate all their resources into the Party's governingsystem.Focusing on the basic relationship between the Communist Party of China and thenongovernmental organizations,this thesis demonstrates the interactive logic behind themand the pattern of them.The thesis consists of 4 chapters,16 sections.The first chapter is the introduction,divided into three sections,clarifies the purpose andthe practical significance of the study,combs both domestic and international currentresearch situations,and introduces the research method,the writing thread and theinnovative points.The second chapter analyzes the relationship between the ruling party and the NGO is divided into four sections. From the political parties and NGO relations and categories start to try a comprehensive and objective exposition of NGO for the ruling party's positive and negative effects, analysis of China's ruling party and the NGO status of the relationship. NGO to improve the relationship between the ruling party and need clear a few questions.The third chapter, Hangzhou West Lake District NGO dealing with the relationship between the ruling party and the empirical analysis. West Lake District, from the analysis of NGO development and the NGO status quo of the party building work, conscientiously sum up the achievements, highlighting the latest in a Lake District Exploration and Practice - grid management, tour-type services, and concluded from the ruling party in deepening influence the same time, enhance communication and participation of the NGO to strengthen the party's leadership to create the party and the good cooperation between the NGO effective way of interaction.The forth chapter, the West Lake area in the exploration and practice of the NGO Working Party found the problems were sorted and analyzed for the whole article set up the bridge of theory - practice - theory, play a connecting role, so as to propose a solution idea good bedding.The fifth chapter, to achieve interaction between the ruling party and NGO co-operation envisaged measures are divided into three sections. The ruling party and the interaction between the NGO co-operation is not a spontaneous, and depends on the ruling party of the NGO efficient use of resources and development. West Lake District in this chapter draw on the relationship between the ruling party and NGO empirical analysis derived from revelation, made three changes in response.
