China is a large agricultural country, rural area is the carrier of China’s agriculturaldevelopment, farmers more occupy the position of play a decisive role in our population. InChina, the township government is the national legal an policy enforcement in the ruralareas,"the state, the rural society" unique link status determines its irreplaceable role. Thetownship government performance management level, directly reflects the ruling ability of theparty in the rural areas, directly affect the farmers’ trust in the party and thegovernment, affected the development of local economy and society more directly. Toimprove the level of performance management of township government must promote thebuilding of new socialist countryside, but in the process of constructing the harmoniouscountryside, the township government and farmers hope there is a certain distance.
