In recent years,China's economic and social undertakings have developed rapidly.The rapid social reformation and the increasing need for better life of the people calls for better human resources management of the government so as to improve public administration,to enhance the quality of public products and services,thus promoting the capability and credibility of the government.Being the lowest rank of the governance system and featuring the most direct interaction with the public,township government is charged with the heaviest workload and pressure of reprehension while being plagued by severe problems such inefficiency and imbalance in its human resources management.Therefore,there is an urgent need of the township government to establish the concept of human resources management,optimize the existing human resources structure,and rouse the initiative of the staff in order to achieve the reform of government institutions and improve its functions.In the 1980 s,reforms and trials had been made to the human resources management of governments of Western countries and it has now been applied in various government departments.Under the influence of traditional culture and political system,the human resource management of government departments in China is still under-developed.Therefore,the paper chooses Xiqing district Jingwu township government as study object.The paper will provide suggestions for improvement after the analysis of current status,the problem of the status and the causes of the problem.Therefore,we could improve human resources management and the administrative efficiency of township government.
