Moral Education in western region is an important part of our nation's Moral education and it relates to the West development, the equality and the maintenance of the national interests. This article use Literature Review Method to summarize the history and current situation in western minority moral education and conclude some problems, such as "Ignore the development needs of individual", "Inadequate guidance on the individual practice", "Ignore the tradition of minority culture" and "On the lack of individual self-discipline training".Then this article use Moral Education Function Theory to analyze the source of the problems in four aspects:Political functions of Moral Education; Economic functions of Moral Education; Cultural functions of Moral Education and System functions of Moral Education. At last it based on the results and Theory of Moral Education and provides us some solutions to this problem with four ideals "People-oriented, Life Philosophy, Pluralistic and Rule of Law". It also points us a way in how to develop the western Minority Moral Education with Scientific Concept of Development. The investigation in this article follows the logical thinking as raise problems, analyze problems and solve problems. There is a lot of academic value and practical significance in western minority Moral Education.Works I have done in the research are:First, Introduction section, it contains background topics, current situation in the research and some definitions; Second, the historical experience and analysis of current situation in western minority Moral Education; Third, the analysis of western minority Moral Education problems; Fourth, the analysis of the solutions in western minority Moral Education problems.
