Studies On Public Communication Of Our Government's Crisis Management

In recent years the public crisis events happened frequently, which threaten humanity security and social stability seriously , bring unprecedented challenge to government management and propose new request to the government crisis management function. However the fact indicates that the government has many malpractices in the public crisis management, expecially in public communication aspect. Therefore, how to improve government's public communication has become one of the hot topics of community and public that brings great attention of governments increasingly.Since the late 70s of the 20th century, China has experienced an unprecedented social change. This social change brings tremendous achievements to China, comprehensive national strength significantly increased, and China has entered a transition phase. Social transition of the population, resources, environment, efficiency, equity and other social contradictions occur frequently, and also the high stage of public crisis. To ensure social stability and the normal development of the crisis, our government must face the challenge, improve the government's crisis management and public communication functions.This article basic mentality is: First, introduces the concept of crisis, public crisis, crisis management as well as communication elementary theory, then defines the study object government crisis management and the public communication for this article;Based on this theories, taking"the SARS", the snow and ice disaster in the south, the Wenchuan big earthquake as illustrative cases, propose existence questions in our country government crisis management's public communication, analyze the reasons thoroughly, and proposes the public communication strategy analysis in our country government crisis management. This article altogether divides into four parts.The first part is mainly on the elementary theories introduced. This part introduces the connotation and characteristic of crisis, public crisis, public crisis management, government crisis management, communication and public communication. Based on these theories, the principle, function, method and strategy of public communication is analysed thus provides the theories foundation for the following parts.The second part is on the cases analysed. The cases about our government crisis of"the SARS"simply, the snow and ice disaster in the south and Wenchuan big earthquake is analysed simply and successful experience is summed up.The third part is mainly on questions and reasons analysed. At present, our government still has many problems in public crisis management communication aspect, for instance information public is not prompt, public opinion deviates correct direction, the public consciousness participates in the communication weakly and so on. These questions' existence has the profound reason, mainly including the information issue not to be unimpeded, lacks of the independent information management organization, supervision of public opinion's vacancy, feedback mechanism between government and public's not perfect and so on.The fourth part is on improvement countermeasure and mentality proposed. Several countermeasures and mentalities conforming to our national conditionare proposed based on the third parts mainly including the consummation public communication environment, constructs the effective information issue system, standard network communication, strengthening community surveillance, perfect feedback mechanism between government and public's and so on.Based on mass relevant theories readed and cases analysed, learning successful experience of overseas, considering the national condition, several beneficial proposals about public communication improvement are put forward. Hopefully, these could play a certain role on improving and enhances the government to prevent, controlling and solving each kind of crisis effectively, enhancing government's crisis management and communication ability etc.
