With the rapid development of China's economy and society,various public crisis events have also appeared frequently.Natural disasters,sudden security accidents,social security events,and various public health events have emerged endlessly,which not only negatively affects national security,social order,and the image of the government,but also causes huge losses to the lives and property of the broad masses of people.Conducting public crisis management has become an important task for contemporary governments.In the process of government's public crisis management,a good public crisis communication mechanism is even more indispensable.Crisis communication is an important part of crisis management.Whether it is information collection before a public crisis erupts,information release after a crisis erupts,or information feedback during a crisis recovery period,crisis communication plays an important role.After experiencing major public crises such as the SARS in 2003 and the Wenchuan Earthquake in 2008,China has accumulated rich experience in crisis management practices,and the crisis early warning management,emergency management,and public crisis management systems have gradually improved.However,in the process of public crisis management,China lacks systematic research on the communication mechanism in public crisis.There are delays in vertical communication within the government,poor horizontal information exchange,and incomplete communication networks of multiple subjects.The problems are still outstanding,making the crisis miss the best.The prevention and control period increased the losses caused by the crisis.Based on the theory of stakeholders and the information flow model,this paper divides China's public crisis communication mechanism into internal government mechanisms and external government mechanisms in public crisis communication,and conducts theoretical and practical exploration of the problems in China's crisis communication mechanism.According to the information flow model in the crisis management system,the reasons for the failure of China's public crisis communication mechanism can be roughly summarized as two points: the actual operation of the crisis communication system deviates from its goals,and the functions of each link of information transmission are not fully utilized.Combining with the theoretical research on the communication mechanism of public crisis,this paper conducts an empirical analysis on the communication mechanism of the new type of coronavirus pneumonia,a major public health event that has the widest range of infections and the greatest degree of harm since the founding of New China.The article takes important events such as the January 20,2020 central government's important instructions on the epidemic,academician Zhong Nanshan's public statement that "the virus can be passed on from people," and the establishment of an epidemic prevention and control headquarters in Wuhan.It is divided into two stages before the outbreak and after the outbreak,combined with the public's satisfaction survey on the government crisis communication mechanism in the two different stages of the outbreak,the problems in the government communication mechanism in the early stage of the outbreak,and the accumulation of government crisis communication after the outbreak The valuable experience was explored.Based on theoretical and empirical analysis,this article proposes countermeasures to improve China 's crisis communication mechanism from three aspects: optimizing internal government communication in public crises,improving external communication in public crisis management,and building a positive interaction between the government and the media in public crisis.Public crisis governance contributes a modest force.
