Study On Representativeness Of Deputies To The People's Congress

As a new kind of Representative Democracy, the people's congress system provides the public with benefits demand channel. The representativeness of elected people's representative will determine whether public opinion to be expressed true and fully, also determine whether the interests of people to be achieved as much as possible. Because people's deputies is very important for the NPC system perfecting and democracy, the author will discuss the representation of people's deputies, trying to clarify the meaning of representation trough concerning about representatives' generation and explore how to improve the representation of people's deputies.Regarding the representativeness of people's deputies as the research object, this paper firstly explores the relationship between deputies and the voters, locates a reasonable position of deputies'role, and clarifies the meaning of representativeness through identifying issues, who and what the deputies actually represent. The author believes that deputies represent the interests of voters rather than voters themselves; And since elected by specific voters, they should be responsible for them. Only fully represent the voters and the constituency's interests can they be elevated to represent all the people's general interests. Moreover, representativeness not just embodies the static context, it should be grasped from two dimensions:the structure and functions.By analyzing the imbalance of proportion, the departure from the will of electors, and the lack of a sense of responsibility and so on, this article studies carefully about current situation of representativeness and the reason why people's deputies lack of that. How to change this situation and improve the representation of people's deputies? The author believes that we should focus on such things:optimize the representatives' structure, standard the electoral process, promote the deputies'integration of the public, strengthen the coordination between different interests and intensify supervision to the deputies, and we should emphasize both optimization of deputies' team structure and improvement of their duties. Only in this way, can we effectively coordinate a variety of different interests, ease various contradictions in transition period, and make society develop towards a harmonious and orderly direction.
