Philanthropy has been existent since the ancient times, but the modern philanthropy just has more than thirty years' history in China. The modern philanthropy is still at the primary stage in China, so how the government should perform in the philanthropy is also at the groping stage. As our leaders are paying more attention to the development of the philanthropy, the studies about the philanthropy are getting more and more. What our government workers have done for the philanthropy is criticized by many scholars. They think that the government workers have done too much in the development of the philanthropy, and the act of the government has injured the independence of the philanthropy organizations. So they insist that the government should gradually retreat from the development of the philanthropy.This viewpoint was put forward on the basis of the western experience, and it ignored the stage of philanthropy in our country and the specific conditions in China. The government should undertake different assignment in different countries. The author proceeds from the stage of the philanthropy in our country and investigates what the government are doing in the philanthropy, then analyses influence actors to the role of the government. The author insists that the government should play the positive part in the development of the philanthropy at the moment. The government should give more support to the philanthropy organizations and offer them secures from every aspect.This article includes five parts. In the first part, the author looks back the process of the philanthropy since 1949 and analyses the effect of the government in its development. In the second part, the author summarizes what the government is doing in the philanthropy at the moment. In the third part, the author discusses the improper roles of the government and analyses the reasons. In the fourth part, the author puts forward the roles that the government should play. In the last part, the author gives the proposals to the government to help them realize the transition of the roles in the progress of the philanthropy.
