Venture Philanthropy:The Government Cultivates The Model Innovation Of Community Social Organizations

Since the reform and opening up to the outside world,China's economy and society have undergone tremendous changes.With the rapid development of the society and the rapid increase in the economic level,China's community reforms are constantly deepening.The numerous problems and contradictions highlighted during the reform process have made the difficulty of community governance increasing.Therefore,it is urgent for the authorities to seek an effective solution to the current contradictions.This is a big challenge for our country in the economic and social transformation stage.We need to explore a new model of community governance to solve the current difficulties encountered.As an important part of the society,the community plays an important role in urban construction.However,how the community achieves positive and healthy development is being paid more attention by more and more people.Urban community social organizations play an active and important role in holding cultural and recreational activities,providing public services,meeting the diverse needs of residents,and expressing interest claims,It plays an important role in promoting positive interaction between government governance,social regulation,and residents' autonomy.Although the L district of J city still lacks experience in the development of social organizations in the community,in recent years,the L district government has paid more and more attention to the cultivation and development of social organizations in the community,and in addition,it has been rated by the Ministry of Civil Affairs as a national community governance and service innovation experiment.Area",the L District government hopes to strengthen its interaction with community social organizations and establish a good cooperation mechanism with it so as to better play the role of community social organizations and achieve community governance innovation.Venture philanthropy is a new way for the government to purchase community services.Its promotion and implementation will,to a certain extent,solve the difficulties the government faces in the innovation community governance and community social organization,It can be said that charity venture capital has achieved innovation in community governance,improved social vitality,and accelerated the development of community social organizations.Since the successful hosting of the first community charity project venture capital competition in 2016,the L District Bureau of Civil Affairs has achieved certain results in transferring government functions,fostering and developing community social organizations andimproving resident's autonomy.So far,it has successfully held two sessions.This article takes the venture philanthropy hosted by the L District of J City as an example,through the Document analysis and case study method,the entire process of the L District VIP Venture Contest was introduced,and the success was summarized according to the results after the match.Experiences have pointed out that the L-government's current lack of fostering community social organizations and the implementation of innovative community governance provide some experience for the government to achieve functional transfer through the charity venture competition,promote the development of community social organizations,and achieve innovative community governance.The paper is mainly divided into six parts: Chapter 1,Introduction.It mainly introduces the research background and significance,and analyzes and compares the research status quo of domestic and international community social organizations and philanthropy ventures at home and abroad.It also expounds relevant concepts,theories and research transformation of government functions in the L district of J city and the background of fostering community social organizations.It mainly analyzes from two aspects.On the one hand,there are too many levels of government,and the administration of neighborhood committees is serious.This paper analyzes the necessity of the transformation of government functions in community management from the three perspectives of the lack of community service provision.On the other hand,it elaborates on the importance of cultivating social organizations as a path choice for the transformation of government functions.The third chapter introduces the philanthropy venture,which is an innovative model for community social organizations in the L district of J city.As the main chapter of the paper,it mainly analyzes from four parts.First of all,it introduced the cause of the launching of the Venture Philanthropy Project in the L District of J City,followed by the introduction of the venture philanthropy competition,relevant subjects and the competition process,and also selected the L community as a representative community in the J City L District philanthropic venture capital competition.The object of the study was a detailed introduction of the project in the L community.Finally,it summarized the characteristics of the venture philanthropy in J city L District.The fourth chapter mainly introduces the effectiveness and insufficiency of the venture philanthropy in the development of community social organizations in the LDistrict of J City.It summarizes the changes brought about by the venture philanthropy for residents and community social organizations,and analyzes the current situation.The government's limitations in nurturing community social organizations.Chapter 5 summarizes some of the reflections on the government's underdevelopment of community social organizations through venture philanthropy,mainly from four perspectives.The first is to strengthen government support and attach importance to the building of public trust in community organizations.The second is to give play to the leading role of community organizations in society and to strengthen cooperation with the government.Third is to promote the reform of the “entry” system and reduce the “legitimacy”threshold of the organization;Organize the quality of members and expand the team of members.The sixth chapter,conclusions and prospects,affirmed the positive effect of charitable ventures in cultivating community organizations in L districts.At the same time,it also considered and prospected the future development of community organizations in L districts.
