People's livelihood is closely related with people's daily life issues, reflected in the clothing, housing, the main line, old-age medical care, above the lives of their children's education, etc, is also the people most concerned about, the most direct and most practical interests. Concerned about the people's livelihood attach importance to people's livelihood, to protect people's livelihood, improve people's livelihood, is same to the party's nature, purpose and objectives, building a harmonious society and building a moderately prosperous society and a new socialist countryside such as the core issue of the governance concept. Building a harmonious society, Well-off society and New socialist countryside both are mature theoretical results, all have a very sound theoretical system, the study of their statistical indicator system is also very in-depth, but the people's livelihood is a very broad concept, its theoretical results have not formed, have not been systematic establishment of people's livelihood index system.The article in the statistical perspective, start from the ideological source of livelihood, seeking well-off society and building a harmonious society, the theories of a new socialist countryside links, in accordance with the principles of reality and system, from education, employment, income issues, medical issues, social security, housing six aspects of a number of indicators selected, use AHP method to determine the weight of each index, the statistical index on the standardization of various indicators, to establish indicator system of people's livelihood, the livelihood issues to quantify, so that people can very clearly see the outcome of livelihood issues. And analyze the current situation of China's overall livelihood, then base on the livelihood of Heilongjiang Province, compare with other representative areas, according to the results, to find a solution to the key of livelihood issues, offer advice and suggestions to solve livelihood problems.
