The Primary Investigation And Structure Of Index System Of Our People's Livelihood

The people's livelihood issue is associated with every part in people's living. In the 17th CPC national congress, our government proposed that we must attach great importance to social construction based on the economic development so that we are able to guarantee and ameliorate the livelihood for the people. Making our people obtain and enjoy what they need and what they deserve becomes very important to build a harmony society. This issue affects not only social stability and economic development but also challenges governing capability of our government. We need create an index system as reference point to evaluate our people's livelihood situation. According to the guideline of the 17th CPC national congress this article has partially created a new people livelihood system referring to current system. And now how is our system developing? Which system is more reasonable? How do we evaluate our system? Those questions above are the key point of this article and will benefit people's livelihood in our country.First of all this article brings forward the research ideas for topic due to the careful study and research of background of subject selection and realistic significance of people's livelihood. Then this article also shows us definition of people's livelihood and classifies livelihood issues. It integrates 3 theories into the article: government responsibility, supply-side and the new public administration as the main theoretical basis to find out the limitations and shortcomings of current index system. The section four is the core section of this article that establishes the protocol mechanism, people's livelihood idea and comments on the current system. It's composed of education, employment, income, medical treatment, endowment insurance, housing and traffic to build an appraisal system including 7 primary indexes, 15 secondary indexes and 49 tertiary indexes. At last it provides realistic proof for the socialized service problem through the analysis of the people's livelihood index system which also shows out the necessity and realistic senses of people's livelihood index system.
