Study Of Xiaolangdi Multipurpose Dam Project Resettlement

Hydropower engineering is the important basic industries in China’s economic andsociety development. In view of the characters of hydro-engineering project with longconstruction period, large capital investment, and the widespread of influences, reservoirimmigrants resettlement is not only the focus of today’s world but also the important factorand difficulty with influencing hydro-engineering project decision. The resettlement ofhydro-engineering project is a very complicated and systematic project. As a general rule,hydropower engineering involve reservoir submerged scope widely and large population，andimmigration economic social system requires reconstruction， which cause reservoirimmigrants engineering complexity and difficulty. As a cosmopolitan problem in reservoirimmigrants，there are a series problems and contradiction. Immigrants resettlement destroyexisting stable social order and break humanities and natural ecological balance，causing thedisintegration of original production system，social network，social organization and socialstructure. To get new development and improve living standards about immigrants，government must increase policy support efforts， strengthen guidance， and promoteimmigrants production development by multi-channel. Government should continue insistingon developmental immigrants policy and help immigrants rapidly adjust industrial structurefor changing productions and improving productivity by using reservoir surroundingresources to development economy and improve the living standards of immigrants， forexample， put forward local feasible project planning and implementation to promoteimmigrants economic income by using reservoir water resource to develop fisheries andtourism.Reservoir immigrants is a systems engineering. How to install immigrants effectively andmake original immigrants system restore and reconstruct system stability， which is ofimportant meaning. In this paper， on the basis of reservoir immigrants experience，according to the water hydropower engineering construction in immigrants Ann buyexperience， thinking of the specific conditions about different water hydropowerconstruction，under the dominating and regulating of local government，it is very importantto play government public administration functions to shorten the period of immigrantssocial adapting and rapidly restore original immigrants system stability. Therefore， reservoirimmigrants and public administration is a further research subject， and there is certainsignificance for government functions further extension and social harmonious development.This paper use Xiao Lang Di reservoir immigrants as a example， discuss the conditionof this water hydropower engineering reservoir immigrants and late support， and put forward the systemic development ideas of reservoir immigrants installing. What is more，using government public administration functions to coordinate parties stakeholders’conflicts of interests and promote economy harmonious development， eventually there existwin-win situation about each interests party.
