The South-to-North Water Diversion Project is “century project”, the immigration problem is “world issue”, immigrants are known as “a floating population”, in order to make them live better, resettling the immigrants of the Danjiangkou Reservoir is a tough political task for the Party and governance.On the basis of investigation and research, the research group take the new village of immigrants as the sample, on the basis of investigation and research, the research group sum up the experience of social governance of basic level.The survey find that there are some typical problems after the relocation of immigrants: reduction of source of income, insufficient subsidies, increasing life pressure; employment difficulties, the obstacles in self-employment career, difficulties in increasing income, poor economy in new village; the tension between the party and the group, constant interest dispute in the process of relocation, typical social contradictions; emotional barriers and psychological discomfort, poor cultural life; environment in new village needs to be improved, the original governance model does not meet the requirements of the task of resettling immigrants under the new situations.In order to carry out the general requirements of “move out, stay, get rich” in the task of immigrants relocation, we propose a new social governance model for new village, that is to say, in terms of social service, we should integrate with grid management in village, convenient garage, supermarkets for government affairs and so on in order to achieve “one-stop” service; in terms of economy, we could help people getting rich by “one village could exploit the advantages according to local conditions; in terms of politics, we could achieve “people themselves make decisions” and democratic governance by “one village which has four owners and three cadres” and structuring and perfecting the resolve system for contradictions dispute; in terms of social lives, we could help people grow to maturity by morality, culture, educational function, psychological intervention, skills training.We put into practice in new village in Liupi of Qianjiang and achieve a favorable effect, what is more important, it has an social impact to a certain degree.
