Although at present our country's ethnic relationship is in the best time throughout history, the importance, the complexity and the long-term characteristics of ethnic issues keep unchanged. To solve ethnic issues, we cannot only depend on the development of economy, politics and culture; more importantly, we have to change our thoughts. Currently, our country is in the process of transformation; and in the process of transforming from a closed or half-closed society to an open society, people may face many psychological problems. The Mongolian herdsmen who live on the northern border prairie are in the inferior position especially. Since their life style and values are quite different from the modern ones, the transformation is more difficult for them; and with a relatively low beginning in the competition, they will withstand a bigger pressure. Therefore, we must display the traditional advantages of the Party's ideological and political work, combine the current reality and the time background, and at the same time, bear the herdsmen's psychological characteristic difference in mind, strengthen and improve the ideological and political work in the pastoral area. This work is of great importance in promoting the mutual understanding and communication among nationalities, helping the pastoral area populace establish the socialist ideology, reducing area disparity, eliminating national barrier, promoting national unity, as well as maintaining our country's unification and border area's regional stability.Entering the new time, the pastoral area's ideological and political work is facing an unprecedented pressure and challenge. There exists a series of realistic problems which affect the party's leadership over the pastoral area's work, and have a bad effect on the political stability, the economic progress and the long-term development of pastoral area. We have to make comprehensive and systematic analysis and elaboration on the historical vein, the realistic problems and the solution of the Inner Mongolian pastoral area's ideological and political work.
