A Study On Strengthening The Construction Of The Party 's Ideological And Political Work Ability Under The New Situation

The party’s ideological and political work is Chinese CommunistParty’s fine tradition and political guarantee, and the ideological andpolitical work competence is the fundamental capability of five rulingcapability building, which requires us to enhance the ideological andpolitical work competence and attach importance to its building. Theever-changing world condition, national condition and Party conditionalso put forward new requirements and challenges tothe Chinese Communist Party’s ideological and political workcompetence.This paper, investigates how to strengthen the party’s ideologicaland political capacity building in the new situation. The paperis divided into four parts. The first part elaborates on theconnotation of ideological and political work competence and theimportance to strengthen the party’s ideological and politicalwork capability building. The second part focuses on the newrequirements for the ideological and political work under the newcircumstance, which include the consolidation of Marx doctrine’s mainposition amid diversified social trends, party members and cadres’ability to keep pace with the times under the development of informationtechnology, and party members and cadres should keep in close touch withthe masses under new environment.The third part is a detailed analysisof the deficiencies of the party’s ideological and political work.Thecurrent problems are: the weakness of the principle of the party, thelow effectiveness of the work, the lag in selection and evaluationmechanism, the incompleteness of security system,the lack oftheoretical guidance due to the poor political quality, the shortageof cultural quality and professional competence, and the lack of innovation. In the fourth part, the author proposes some methods toenhance the party’s ideological and political work competence,whichconsist of six fields: enhance actual effects of ideological andpolitical work competence based on the fundamental principles; establishand improve security mechanism to improve the ideological and politicalwork competence; attach importance to ideological education andenhance political discrimination; strengthen training to increaseculture quality; pay attention to the role of the media and improve itsguiding function for public opinion; strengthen communication trainingto improve communication and coordination capacity.
