The Establishment Of Fire Autonomous System In Community

With the acceleration of the pace of domestic reform and opening up, especially the rapid urbanization process in recent years, community as the basic unit of the city have sprung up around the country. Because the economic restructuring changes the original "unit man" into "social man", and besides the influx of a large number of floating population,the importance of community has been increasingly recognized, community-building has also been paid more and more attention.The next ten to twenty years is a crucial period of China's social transformation. In order to meet the needs of social and economic development, social stability and security has become a serious problem. The progress of the community has become an important indicator to measure urban development. As an important component of urban safety and social security, community fire safety is so essential, whose role cannot be ignored in maintaining social stability and building a harmonious society.City "expansion", urban renovation, inadequate fire-fighting facilities in residential quarters, a large number of rural people into urban and other factors brought about community-based fire-prone, hidden fire danger widespread and so on. Facing these problems, the traditional fire system has been unable to meet the needs of social development. In order to ensure the community fire safety and stability, it's necessary to build a new model of community fire security, that is, Community Fire Autonomous System in which residents can fully participate. Construction of community fire self-government system is not only the needs of China's socialist market economy, but also the building of political civilization in China and the achievement of effective governance in community grassroots.Starting with realistic investigation and getting the facts from current status of community fire security, this paper shows that there are some problems in the current community fire safety work, particularly in the western mountains backward areas. Moreover, hidden fire danger in community is universal. This situation is caused by a lot of reasons, such as little attention paid by relevant leaders and departments, insufficiency of traditional fire manpower, increasing movement of population, little investment in fire security and low population quality.In this paper, various factors which influence community fire security are dissected, and the necessity and feasibility of constructing Community Fire Autonomous System are fully demonstrated. Based on the current actual situation of community building, the scientific way and method to construct Community Fire Autonomous System are discussed in this article.
