As the police reform is going in-depth,since 1970's,governments have more and more regard for performance management with tides of the New Public Management,and it becomes an important topic for government that how to appraise official performance.Performances of police,who is an important part of civil servants,directly manifest the management capability and the service level of government,and directly relate the populace's satisfaction at the government services.Under the guide of the Scientific Concept of Development, it is vital significant to implement system of police performance appraisal,which is advantageous to strengthen police enthusiasm to work hard ,to raise the achievement level of the public security organs,and to impel the modern construction of police force.But at present there is little exposition theoretically talked over how to develop assessing achievement effectively.Therefore,the author attempts to construct a relatively scientific and rational assessable achievement mechanism through investigation and research.The author also hopes that the mechanism would play a proper role on improving result in the practice of police department. Police performance appraisal,as a very effective management mechanism, has become a focus in public administration field. Police performance includes economic,social and political performance and has macro- and micro- dimensions. The high flexibility of public security work and difficulty in calculating the output of police administration make police performance appraisal really subtle.Although police performance appraisal is just at its initial stage in our country,the appraisal mechanisms, institutions and processes all have various problems and need to be improved in practice by borrowing some advanced experience from western countries.The paper adopts research approaches of BARS method,investigation etc,to research the system of police performance appraisal, summarizes domestic and foreign officials and police experience of performance appraisal ,explains basic concepts of performance appraisal,and contents of police performance appraisal system, elaborates functions of performance appraisal system in official management. The paper has a deep analysis of deficiencies ,cause and influence which exists in the current police performance appraisal system .Based on these analyses, the paper has a deep discourse on establishment of scientific and standard police performance appraisal system from four aspects,namely.Position analysis and position appraisal,contents of police performance appraisal, designs of performance indexes ,choice for appraisal methods,use paper summarizes viewpoints ,and looks forward to prospects of police performance appraisal .
