Performance management is a process and regulation made by managers to ensure that the organization could achieve strategic goals, and through its additional role of connecting the organization and personal goals, performance management also ensures the performances of employees could be properly assessed when it meets the requirements of managers. Performance management includes the design, planning, assessment, feedback, premium and penalty mechanism of organization goal. As a part of performance management, performance appraisal is actually an assessment component that could appraise the work behaviors, performances and final results of all departments and employee itself whether have meet the expectations of managers. Performance appraisal is a structured approach when used to achieve the strategic goals, and a assessment method when measuring the extent of goals accomplished by the organization members. Because performance appraisal primarily against organization and individual is significantly correlated to the strategic goal and business process, hence it becomes an extremely important component of the performance management.In China, police station belongs to the junior public security organization frequently dispatched by public security sub-bureau from a district or a county. Assigned with the functions of the public security prevention and administration, fighting criminals, and serving the masses, police station as the fundamental multifunctional combating entity almost undertake all the tasks of public security organs, thus it is known as the key of foundation work and the basis of whole police work. Besides, police station proves the window and bond through which police station could contact the masses, and it's foundation work is often relevant to infrastructure construction of junior organization and image of public security organs, so it is usually the outposts of public security unit. In order to achieve the strategic goals of public security work, it is urgent to construct and increasingly improve the performance management system of police station, as well as study and solve the problems encountered in police management, hence it's virtually a strategic positioning. Carrying out the performance appraisal in public security organs is the objective requirements to adapt to the new situation and new tasks, which is a scientific method to promote the healthy development of public security work and create a long-term mechanism for team construction. In addition, it is necessary to implement performance appraisal for the strategic management.Current performance appraisal institution performed by public security organs exists some problems including without clear key points of assessment, unbalanced assessment orientation, underestimating the external evaluations, ignoring dual assessment on the work outcomes and process of police station, imperfect indicators of system, appraisal results lack of objective and fair etc. These problems lead to police station's unclear about the main task in practical work and shifted focus on work and further prominent concerns of public security management, which make the junior public security organization feel stressful. In this article, we take the Northern City police station subjected to public security sub-bureau of Fucheng District in Mianyang City as the research object, and then focus on the ultimate goal of "less cases, fine public order, stable and peaceful society, satisfying the needs of people", make clear the strategic location of development of police station, and further discuss how to establish crucial performance indicators, creating and perfecting the evaluation system of performance appraisal for police station, to let the police station return to its basic work and core duty. The first part of our article is an introduction about the background, purpose and significance, methods and research objects. The second part mainly describes the performance assessment theories based on strategy which includes the concept, function and methods, and organizational strategy of performance appraisal and how to appraise. The third part gives a brief depiction of performance appraisal police station uses now, which includes the primary functions, properties, current status, the main functional responsibilities, the concept and evolution of performance appraisal about the police station and the present situation and future development trend of domestic performance appraisal, providing the Northern City police station with the clear frame of performance management system. The forth part analyses the main problem about the current performance appraisal carried out in the Northern City police station. The fifth part is primarily about reestablishing new performance assessment indicators based on the strategic objectives and expounds relative safeguard measures in implementing performance appraisal.
