The civil servant performance appraisal is the core function of the government human resource management, it plays a vital role in the work of the government administrative management. To establish a scientific, reasonable, high efficient civil servants performance appraisal system, improve the government administrative efficiency and service level, strengthen government organization role of encouragement and supervision. Since the "Interim Provisions" civil servant assessment has been introduced, China’s civil servants performance appraisal work has been more than10years of exploration and practice, constantly enrich and perfect. In recent years, with the economic and social administrative system reform, the malpractice of the performance appraisal system of civil servants is emerging. Therefore, based on the work of civil servant performance appraisal of Shenzhen City office as the research object, based on the systematic analysis of the domestic and international development of civil servant performance appraisal, based on knowledge of the western developed countries experience in performance appraisal of civil servants and the contemporary civil servant performance appraisal theory, combined with the actual situation of the grass-roots work, makes comprehensive analysis on the work of civil servant performance appraisal of Shenzhen City Office, pointed out the existing problems and reasons, finally put forward countermeasures to improve the office of the civil service performance appraisal.
