The Research Of New Pattern Support To Elderly In Rural Area Shanghai

In recent years, with the rapid progress of urbanization, changes in rural social structure, reduction of family size and acceleration of population aging, the traditional pattern of Support to the Elderly in the Rural Area is impacted tremendously. This has aroused widespread concern. Especially in developed areas with rapid urbanization process, more and more lands are requisitioned. Meanwhile, the fuction of Family Support to the Elderly in the Rural Area becomes weakening, and increasing number of aged need commercialized service. But on the other hand, the aged living in the Rural Area can't bear the expenses because of the rising costs of living. They can't afford to live in the Homes for the Aged. So it is very important to establish a system of support to the elderly which is suitable for rural areas. The government should take the responsibility and create the conditions.We will propose the construction of "the foundation of Family Support to the Elderly, the main body of village-level Homes for the Aged, and the platform of Support to the Elderly in the Rural Area", the frame of the new pattern of Support to the Elderly in Shanghai, from the characteristics, contents and the traditional pattern of Support to the Elderly in the Rural Area. While making theoretical framework, we analyze this pattern when investgating the village-level Homes for the Elderly in Jiading. To induce the new pattern of Support to the Elderly, the main reasons are the new demand of the aged with the urbanization in the Rural Area, and the difficult position of the existing pattern of support to the elderly. Of course, the development of rural economy makes it possible to achieve this model.On the other hand, we roundly sum-up the effect of village-level homes for the elderly, and found some problems in the analyzation. For example, the responsibility and position is not clear, the building is not shared, and there are some financial pressures. These reasons result in the small size, poor hardware and management.For solving these problems, we put forward measures and suggestions for further improvement. On one hand, we should eliminate the bottleneck of Support to the Elderly by policy support to put into the formal management system as soon as possible in the future. On the other hand, we should adhere to the principle of voluntary to carry out autonomy and standard management in some villages with poor economics. Only in this way, we can solve the managemet problem about Homes for the Elderly to enhance the legitimacy of the existence.For realizing the pattern of Support to the Elderly in the Rural Area, we put forward three proposals. For the first place, it is accelerating the development of facilities for the elderly to meet the demand. For the second place, it is constructing the platform of community service which mainly composed of Homes for the Elderly to meet the demand of Family Support to the Elderly. For the third place, it is integrating social resources to improve the service system of Support to the Elderly in the Rural Area.
