With the popularity of New Public Management, Public Security Organs, as one of the main functional departments of the government, widely carries out the performance evaluation activity. Around the world, especially in Great Britain and USA, the performance evaluation of police force, regarded as an effective management tool, receives great attention from pubic administration and develops fast. In the recent years, along with the constant deepening of China's opening to the outside world and development of the reform of the government administration, the police force in all levels in China has done a lot of researches in the field of performance evaluation.Taking Tianjin Public Security Bureau as an example, this thesis, through systematically analyzing the present performance evaluation system, points out the problems existing in the present performance evaluation activities and puts forward the solutions to the laterally comparative fair questions in the present performance evaluation system. That is, to fix four irrelevant factors through analyzing the related factors with the method of factor analysis; then to fix the regression residual to indicate the working performance through regression analysis of the four factors and the total number of criminal cases and cracked cases; finally to decide the performance evaluation result of each branch through comparing the total number of cracked cases in each branches (the positive indicators) and the residual of the total number of criminal cases(the negative indicators).
