The Risk Management Of The E-Government Network Communications Safeguard Project

With the development of information technology and the deepening reform of government institutions, the Electronic Government (e-government) becomes a construction hotspot in both international and domestic government affairs. The command and dispatch function of e-government networks always plays a critical role when major or emergent event happens. Because of the particularity of e-government network construction & management modes and the uniqueness of e-government communications safeguard projects, various risks might occur during the operation of e-government networks. These characteristics make risk management be a key issue in the construction of e-government networks and the implementation of communications safeguard projects.This study combines the project risk management theory with practice. Firstly, the theories of risk management are reviewed. Based on the technical situation and characteristics of the e-government networks, this study develops a risk management framework of the communications safeguard project for major events. Moreover, the study designs a set of risk management processes and put it to practice in a case of the National Day ceremony. The risk management of the e-government network communications safeguard project could significantly reduce the possibility of accidents, improve the quality and efficiency of communications, and potentially promote the government's international image and the domestic socio-economic development.
